Lawmakers were stunned in the aftermath of the event, which raised questions about the security of members of Congress.

The staunch conservative is among the lawmakers leaving the drive to repeal former president Barack Obama's signature health care law, among other top Republican priorities. The last time a lawmaker was wounded was when Democratic Rep. Gabby Giffords of Arizona was hit in the head and grievously injured while meeting with constituents at a supermarket parking lot in 2011.
