Democrats are proposing a new personal income tax bracket starting at $150,000 while Republicans are calling for broad fiscal reform as DE lawmakers continue struggling to fashion a budget for the upcoming fiscal year.

The Republican "compromise" package of bills was expected to be filed later Wednesday.

Reform measures will be filed in the House, while the plan's education and budget plans are to be filed in the Senate.

Under the Republican proposal unveiled Wednesday, GOP lawmakers in the House would vote to approve the tax hikes that were passed by Senate Democrats last month, if those tax hikes were limited to four years starting in July, and were tied to a four-year property tax freeze.

Most importantly, Illinois House Republican Leader Jim Durkin, R-Western Springs, said Rauner would sign the new plan if passed.

Beginning on June 1, a three-fifths majority is required to pass bills rather than a simple majority. Durkin called the proposals an array of compromises that both sides of the aisle need to work on immediately. There's pressure building up in the House Democratic Caucus to get this to resolution. He also criticized the governor for moving the goal posts. Senate President John Cullerton's spokesman John Patterson argued that senators put together their budget based on Rauner's requirements and it remained a viable option. He said the Senate president will wait for the bills to be filed to review the details and see how to proceed. Like then, Rauner has come out against another stopgap budget, though school districts like to know they will be receiving state funding before opening their classroom doors in August and September.
