The Muslim community has appealed for calm, saying decades has been spent creating a peaceful and tolerant environment in Finsbury Park. Early police caution about declaring the incident to be terrorist-related was interpreted by the community as discriminatory.

A 48-year-old man was arrested, police said.

"We have been informed that a van has run over worshippers as they left #FinsburyPark Mosque", the Muslim Council of Britain said on Twitter.

BuzzFeed's James Ball was told by a witness, Abdulrahman Aloudi, that the attacker yelled "kill me, kill me, I want to kill all Muslims".

London police have declared the crash a major incident and closed the area to normal traffic.

The Metropolitan's Commissioner, Cressida Dick, said, "London has woken up to the news of another appalling attack on our city".

"We continue to urge the public to be vigilant and to report any suspicious activity to the police by calling 0800 789 321 in confidence, or 999 in an emergency".

Monday's attack is the fourth terror attack in the United Kingdom in four months, after incidents in Westminster, Manchester and on London Bridge.

Britain's terrorist alert has been set at "severe" meaning an attack is highly likely.

Manchester was also hit on May 22 when a suicide bomber killed 22 people at an Ariana Grande concert.
