"Now, the assessment of risk for Americans visiting North Korea has become too high", it said, adding, "we will no longer be organising tours for United States citizens to North Korea".

USA rights group Human Rights Watch said Warmbier's death highlights the North's position as "one of the worst rights abusing governments in the world". "You've got to capitalize on this, and influence their internal debates to get them to recognize and acknowledge what happened". The cause of death has not yet been confirmed. Outside groups say North Korea tortures thousands of its own citizens at prison camps.

Three other USA nationals are still being held by the Kim Jong-un administration.

Outrage in the USA means that more pressure, not dialogue, will be the next course of action with Pyongyang.

Kenneth Bae, who was held in North Korea from 2012-2014, also called on the secretive dictatorship to release the three Americans still detained there.

Moon has been unable to pursue the engagement with the North he favors because of a string of North Korean missile tests.

His family said Monday that he first appeared anguished when he first arrived home, but died "at peace". He said he was kept isolated most of the time but not physically abused. And then, as a second phase, try to achieve the complete dismantlement of North Korea's nuclear program.
