Trump is scheduled to speak in Cincinnati as part of what the White House has billed as a week-long effort to formally launch the initiative to deliver the $1 trillion in infrastructure investment he has promised to upgrade crumbling roads, bridges, airports and other assets.

"Folks, it's already been a banner week for infrastructure", Pence told mayors and governors assembled at the White House for an infrastructure summit.

President Trump traveled to the banks of the Ohio River here on Wednesday to rally blue-collar workers behind his emerging infrastructure plan, using the event to bash Democrats as "obstructionists" over his stalled legislative agenda.

The White House hopes to execute the infrastructure plan primarily through public-private partnerships.

According to Bloomberg, Trump plans to allocate $200 billion in federal funding over the next 10 years, plus an additional $800 billion in state spending.

The president on Monday described a plan to privatize the USA air-traffic control system to improve safety and modernize a vital part of the country's transportation industry.

Rebuilding the nation's infrastructure was initially believed to have been supported by Republican and Democratic lawmakers.

During the visit, the president also planned to make remarks on the pending health law overhaul in Congress.

"Nobody thought any politician would have the guts to approve that final link", the president said to applause from the audience of about 400.

But the opposition party's responses to his proposal out this week, which includes a modest commitment of public funds on the promise of hypothetical private investment, suggest even this area of Trump policy will be a nonstarter in Congress.

Before the speech, Trump met aboard Air Force One with a pair of families the White House said were "victims" of the Obama-era health care law that the president and congressional Republicans want to repeal and replace. The president addressed the press upon landing in Cincinnati alongside two families who claim their health care has suffered as a result of the passage of the Affordable Care Act.
