A neighbor, who also refused to give her name, said in Spanish that Torres had been living there for at least two years and that he and his wife had a 4-year-old daughter.

An ICE spokeswoman declined to provide further details about Martinez Torres' immigration status.

"He killed her because she's a Muslim - this is what I tell the detective", Mohmoud Hassanen said. And her mosque, the All Dulles Area Muslim Society, announced plans for her funeral on Wednesday and encouraged people to come together and "respond to bad with good".

Police said the argument escalated and Torres pulled over, chased the group with a baseball bat and attacked Nabra.

Police have not identified Hassanen, but her father confirmed she was the victim in Sunday's attack.

The principal of the suburban Washington high school that slain Muslim teen Nabra Hassanen attended says the 10th grader was a beloved student and a friend to all. Remains believed to be the girl's were found in a pond at around 3 p.m. on Sunday after police saw a vehicle driving erratically and pulled the driver over, only to take him into custody on suspicion of murder.

Officials said the group had stopped at a McDonald's between Ramadan prayers.

"At this point, what we know, is that Torres came up in his vehicle behind this group of teens", said Parker of the Fairfax police.

Two boys in the group told the AP they didn't see anything that would make them think the attack was a hate crime, and that they even originally thought it might be a friend playing a joke.

Police have recovered the body of what they believe to be a 17-year-old Virginian girl who went missing on June 18.

Vigils are planned around the country Tuesday to honor Hassanen and stand in solidarity with her family, said Women's Initiative for Self-Empowerment CEO Rana Abdelhamid. Another vigil is also planned in her hometown of Reston, Va. Wednesday at 6:30 p.m.

Police believe one teen on a bike began arguing with Martinez Torres as he approached the group in his auto.

"You can't just say 'Oh, he didn't say anything against Islam, so no hate crime, '" he said.

"We understand there has been a lot of misinformation in the case", Parker said.

Darwin Martinez Torres of Sterling was arraigned Monday in Fairfax County Juvenile and Domestic Relations Court. A judge appointed him a public defender, whose office declined comment.
