Republican's bill to repeal ObamaCare will have 'heart'

Also Tuesday, three Democratic senators went on a failed quest to the Washington headquarters of the Congressional Budget Office to obtain a copy of the Senate bill, livestreamed via Facebook.

It has come under widespread criticism from Democrats and helped prompt some moderate House Republicans to vote against the measure.

Abortion language from the Senate healthcare bill might be cut so Republicans can expedite its passage and avoid a filibuster, The New York Times reported.

Aides and lobbyists said they expected the GOP bill to provide health care tax credits linked to people's incomes, not their ages like the House-passed measure, and impose spending limits on the growth of the federal-state Medicaid program for the poor that would tighten further by the mid-2020s.

An estimated 23 million people could lose their healthcare under a similar plan narrowly passed last month by the Republican-controlled House, according to the CBO.

"Senate Republicans remain focused on the following: stabilizing insurance markets, which are collapsing under Obamacare; improving the affordability of health insurance, which is spiking under Obamacare; freeing people from Obamacare mandates, which forces them to buy insurance they don't want; strengthening Medicaid for those who need it the most; and preserving access for care for patients with preexisting conditions", McConnell said.

"I've been talking about a plan with heart". "That's an issue", she said.

The Senate health care bill is scheduled to be released tomorrow, and we're hearing the state of play is extremely fluid. All Democrats seem certain to oppose the bill.

That provision, a nod to conservative lawmakers led by Sen.

In addition to Democrats, some Republicans have complained about not seeing the bill, too. Susan Collins, R-Maine. "That inflater is critical, because it translates into billions of dollars over time", she said. Another possibility was letting states drop some coverage requirements that Obama's law imposes on insurers, they said. Starting in 2020, that threshold would be lowered to 350 percent under the Senate bill - but anyone below that line could get the subsidies if they're not eligible for Medicaid. Senators had previously toyed with the idea of keeping some of the ACA's taxes.

While the details of McConnell's proposal are expected to be made public Thursday, much of focus in recent weeks has been on the process used to draft the bill.

The chairman of the Senate Republican Policy Committee said Wednesday that Republicans are fine-tuning the specifics of the Senate health care bill, one week before a vote is scheduled on the legislation. A vote is possible next week prior to the July 4 recess.
