Barack Obama Blasts The 'Fundamental Meanness' Of The Senate GOP Healthcare Bill

Enhanced funding would be provided to Medicaid expansion states until 2021 and slowly reduced over a three year period, instead of full elimination of the funding in 2020 under the House bill, according to coverage from CNN.

GOP senators in states that expanded Medicaid should be asking themselves how rolling back Medicaid expansion will impact their constituents.

Beginning in 2020, the Senate measure would also limit the federal funds states get each year for Medicaid.

"The Senate bill, unveiled today, is not a health care bill". That would focus the aid more on people with lower incomes than the House legislation, which bases its subsidies on age. "Most people are opposed to this bill, yet it is still moving along".

"The current system is not sustainable for Alaskan individuals, families and small businesses", he said. That's because they're keyed to the cost of a bare-bones plan, and because additional help now provided for deductibles and copayments would be discontinued.

Another measure of the law will be to allow insurers to raise costs for people, as they get older, granting permits in some states to cover fewer services.

"As now drafted, this bill draft does not do almost enough to lower premiums", Cruz said in a separate statement obtained by CNN's Dana Bash.

The bill would also let states apply waivers to disregard some mandates of the Affordable Care Act, like the law's ban on insurance companies charging higher premiums for people with pre-existing medical conditions. The clearest case involves the bill's one-year ban on any federal dollars going to Planned Parenthood, the current Great Satan figure for anti-abortionists.

The Better Care Act would also allow states to opt out of ACA protections that require insurers cover 10 essential health benefits including maternity care, prescription drugs and mental health and substance use-disorder services. Yet it still would force those states to figure out what to do about the millions of lower-income Americans who used it to gain health coverage. This is a budget gimmick to ensure that the bill complies with Senate rules that forbid the legislation from adding to the federal government's long-term debt.
