NEW ORLEANS (AP) - A suspected tornado near Birmingham, Alabama, flattened businesses and injured one person Thursday, while the mayor of a coastal Louisiana town urged residents to evacuate ahead of a rising tide - two lingering effects of a weakening Tropical Depression Cindy that was fueling harsh weather across the Southeast.

Cindy, which made landfall on the Louisiana coast, has since been downgraded to a Tropical Depression.

Torrential rain from Tropical Storm Cindy may unleash floating islands of fire ants. At 4 p.m. CT, it was moving at 10 mph with winds of about 25 mph and was about 45 miles south of Shreveport, the National Weather Service said. But ABC News meteorologists said this warning is likely to end soon as Cindy weakens throughout the day. It resulted in consistently gray skies, slow commutes and downed trees.

County Judge Mark Henry said in a statement: "The voluntary evacuation order is meant to alert residents of Bolivar Peninsula that emergency responders may be unable to reach them".

The National Weather Service forecasts heavy rain across West Virginia starting late Thursday from Tropical Storm Cindy until a cold front begins pushing through Friday night and early Saturday. Meanwhile, southern MS, southern and central Alabama and far-western portions of the Florida Panhandle could see 2 to 4 inches of rain with as much as 8 inches in isolated spots.

Tropical Storm Cindy has made landfall in southwestern Louisiana, bringing rain and the threat of flash flooding and tornadoes. "We still think there's a heavy rain potential really through Thursday night and early Friday".

Heavy rainfall and severe thunderstorms continue to extend well out from the center of Cindy, especially to its east and north.

Cindy is not the worst storm to hit the US's Gulf Coast, but is the first this year strong enough to threaten major cities, such as Houston.

Forecasters expected rain totals of 6 to 9 inches (150-220 millimeters), with up to 12 inches (300 millimeters) possible in some spots in Louisiana, Alabama, Mississippi and the Florida Panhandle.

Heavy rain for much of the eastern half of the USA this week. particularly near the Gulf Coast as tropical moisture surges north.

The White House said President Donald Trump was briefed on the storm Wednesday by Homeland Security Adviser Tom Bossert.

Louisiana Gov. John Bel Edwards declared a state of emergency Wednesday for the entire state.

As it approaches the border of Texas and Louisiana, the chances of flash floods and thunderstorms are increasing along the upper coast of the Gulf of Mexico. The area could pick up an additional 1-3 inches of rain if you are under one of the rain bands, so flash flooding is still possible since all the rain will runoff. Rivers considered most prone to reaching the flood stage are the Coal River near Tornado and the Little Kanawha at Grantsville and Glenville.
