Cindy weakens to a depression

Cindy made landfall in southwestern Louisiana near the Texas border early Thursday morning, bringing the threat of strong winds, rain and potentially unsafe floods to several Southern states.

Even as Tropical Storm Cindy made landfall in the Gulf Coast, flooding parts of Texas and Louisiana Thursday, long-range weather forecasters are predicting a less-than-active hurricane season for 2017.

In the National Hurricane Center's latest advisory, it warned that the heavy rainfall could cause "life-threatening flash flooding" in parts of southeastern Louisiana and MS, southern Alabama, and the western Florida Panhandle if it goes on through Thursday evening.

Cities that could experience flooding problems from the storm include Pensacola, Florida; Mobile, Alabama; Biloxi, Mississippi; and New Orleans, Baton Rouge and Lake Charles, Louisiana.

With up to 15-inches of rain predicted for some spots the National Hurricane Center has issued a warning of potentially life-threatening flash floods.

Tropical Storm Cindy made landfall between Cameron, La., and Port Arthur, Tex., early Thursday morning.

The system is expected to exit the state toward the Tennessee Valley on Friday afternoon as a cold front pushes into Arkansas from the Great Plains.

Stefkovich said after the system moves north out of Alabama, another front is expected to bring scattered showers and thunderstorms, including more heavy rain. By 11 a.m. ET Wednesday, the storm was 170 miles southwest of Morgan City, La., and about 180 southeast of Galveston, Texas. A tropical storm warning was in effect from San Luis Pass, Texas, to the Alabama-Florida border.

Gov. John Bel Edwards said Thursday that Louisiana is "not out of the woods yet" as the remnants of Cindy continue to move north across the state. A helicopter crew lowered a pump to the ship, which the trawler crew used to keep the boat from sinking, the Coast Guard said.

At a news conference Thursday morning, about 90 minutes after the Cindy was downgraded from a tropical storm to a tropical depression.

Earlier, the storm turned deadly in Alabama when a 10-year-old boy was killed by a log that was washed onto shore by a large wave, officials said. "We are not done with the threat yet", Stefkovich added. Some street and coastal flooding has been reported.

As Tropical Storm Cindy is heading toward the Gulf Coast states, millions of people are bracing for heavy rain and potential flash flooding.
