The president also emphasized that he does want to declare martial law but he sees that this is the most effective way to put an end to the crisis in Marawi.

Earlier, a spokesman for the militant group said they had taken civilians to a safe place after a gunfight erupted with troops and did not intend to hold them.

"I do think that martial law doesn't solve the problem and I think military strikes, especially airstrikes, don't solve the problem", Jones said.

Philippine Foreign Minister Alan Peter Cayetano and his Malaysian and Indonesian counterparts met in a daylong closed-door meeting with top security officials in Manila Thursday to discuss the Marawi crisis.

After three countries launched their joint efforts to fight ISIS threats in Mindanao, the Australian government is joining ASEAN's efforts to suppress emerging terrorism in Mindanao.
