Senate Releases Health Care Bill

Already four Republican Senators are saying they are against the bill in its current form, The Washington Post reports. And key votes such as Sens.

At least one moderate Senate Republican - Susan Collins - said she opposes the proposed Medicaid growth rate. "I'm a "no" on the bill now". A vote is expected as soon as next week. President Donald Trump called the House bill "mean" in a private setting.

If the Better Care Act passes in the Senate, there seems to be little to stop it from also being approved by the House and sent to President Trump to be signed.

Rubio's office said he has spoken with Gov. Rick Scott, state Senate President Joe Negron and state House Speaker Richard Corcoran about the draft and asked them to "run numbers and provide input" on how the bill would affect Florida's Medicaid program and individual insurance marketplace.

The party can only afford to have two defections to pass the measure.

Can McConnell get the votes?

Sens. Rand Paul of Kentucky, Ron Johnson of Wisconsin, Ted Cruz of Texas and Mike Lee of Utah said in a joint statement they're "not ready to vote for this bill".

Some of the Senate bill's provisions could be political land mines, with individual senators' reactions to it crucial to determining whether or not the Affordable Care Act, popularly known as Obamacare, survives a Republican attack that has been under way since its passage in 2010. Still, others were more upbeat. Dick Durbin, D-Ill., said in a statement.

Schumer went on to draw comparisons between what Obamacare offered and what the new bill by the Senate offered.

"The discussion draft is sort of a best guess of where the Republican conference is, but people have other things they want to see in the bill", he said.

The Senate bill met similar concerns from both wings of the GOP caucus on Thursday.

"The bill takes dollars out of health care for millions of Americans and puts it right back in the pocket of the wealthy", he said.

Gov. Matt Bevin, a Republican who was elected in 2015, campaigned and promised to entirely cut Medicaid expansion but then softened his position, seeking a section 1115 waiver from the federal government that would allow the state to create its own version of Medicaid expansion.

Medicaid: This has been one of the central sticking points in the debate.

"I came away more positive than I thought I'd be", Senator Lindsey Graham told reporters. This would likely force states to cut enrollment, benefits or provider payments. That requirement would be fully reversed by the Senate bill. In the 32 states that have expanded, women with incomes at or below 138 percent of the poverty line ($16,643 for a single person or $28,180 for a family of three in 2017) can enroll'.

The plan keeps some popular parts of Obamacare. The House bill called for creating tax credits based largely on age, but adding abortion restrictions to these credits could have run afoul of Senate rules governing the bill.

McConnell did stress that the bill includes tax breaks, however, to help the poor purchase affordable coverage. We also are acknowledging that the death spiral of Obamacare will continue.
