As growing opposition imperiled passage of the Senate version of the healthcare bill, leaders of the conservative Koch network voiced sharp criticism of the legislation at their donor retreat here - stating that the bill needed dramatic changes before they would support it. The reasons are wonky but incredibly important, because consumers will likely see their deductibles and co-pays rise if the Senate health care overhaul bill, the so-called Better Care Reconciliation Act, goes into law. The Koch network has often displayed a willingness to take on Republicans - including President Donald Trump - when their policies aren't deemed conservative enough.

Iowa Sen. Joni Ernst is suggesting Iowans would not be losing Medicaid coverage even as the Senate GOP health care bill would phase out financing to expand the low-income insurance program.

Network officials said they still anticipate spending between $300 million to $400 million on political activity in the 2017-2018 election cycle, a target unveiled earlier this year.

" When a family is desperate to get a loved one into treatment and they don't get coverage, they will go to great lengths", says Marcia Lee Taylor, the president and CEO of the Partnership for Drug-Free Kids.

Sens. Dean Heller of Nevada, facing a competitive 2018 re-election battle, Rob Portman of OH and Shelley Moore Capito of West Virginia expressed concerns about the bill's cuts to Medicaid and drug addiction efforts. But he also stressed that no single bill is going to fix the system, and that it will be a long-term effort with multiple steps - potentially laying the groundwork for the group to support the bill with minimal changes.

On Friday, Nevada Republican Dean Heller became the fifth GOP senator to declare his opposition to the Senate health care proposal.

Republican leaders have scant margin for error.

Republican Senator Ted Cruz of Texas, who now opposes the Senate bill, has offered an amendment along those lines. Currently, five Republican Senators stand in opposition to the bill, and no Democrats are expected to vote "yes".

The Senate measure resembles legislation the House approved last month that the nonpartisan Congressional Budget Office said would mean 23 million additional uninsured people within a decade and that recent polling shows is viewed favorably by only around 1 in 4 Americans.

Phillips said it was "a cordial discussion" about policy, but that neither side asked the other for anything specific.

Some conservatives who could determine whether anything that passes the Senate would subsequently clear the House are coming to the Koch conference, including Freedom Caucus Chairman Mark Meadows (N.C.), Jim Jordan (Ohio), Dave Brat (Va.) and Justin Amash (Mich.). The Koch network pledged to spend $21 million on the joint initiative with Sanders to reduce persistent poverty in Dallas.

He is also defending the billionaire industrialist Charles Koch, often demonized by Democrats, as someone simply "trying to make the world a better place". "This ain't new to me", said Sanders, nicknamed "Primetime" during his professional baseball and football career.
