"If we get to impasse, if we go to a bill that is more repeal and less big government programs, yes I'll consider partial repeal", Paul said on ABC. "Their theme is resist".

"The senate bill will codify and make permanent the Medicaid expansion and in fact will have the federal government pay the lion share of the cost", Toomey said. He needs the support of at least 50 of the 52 Republican senators.
