Russian Federation objected on Thursday to a United Nations Security Council condemnation of North Korea's latest rocket launch because the US-drafted statement referred to it as an intercontinental ballistic missile (ICBM), diplomats said.

The missile launch dramatically raised the stakes in the long-running battle to contain the isolated country's nuclear weapons program, which it has pursued in defiance of Security Council sanctions.

Meeting with Chinese leader Xi Jinping on Thursday, Moon asked Beijing to "take a leading role as a member nation of the UNSC (the United Nations Security Council)".

Since taking office in May, Mr. Moon has vowed a more active role for his government in global efforts to defuse the crisis surrounding North Korea's pursuit of nuclear weapons.

While US President Donald Trump is talking tough in Europe, his administration now seems prepared to give diplomacy more time.

"We will work with China - we will work with any and every country that believes in peace - but we will not repeat the inadequate approaches of the past that have brought us to this dark day".

The American ambassador to the United Nations, Nikki Hayley, said following the latest missile launch that "much of the burden of enforcing UN sanctions rests with China" because "90 per cent of trade with North Korea is from China".

Tuesday's ICBM launch, confirmed by US and South Korean officials, was a milestone in North Korea's efforts to develop long-range nuclear-armed missiles. "We will use them if must, but we prefer not to have to go in that direction", she said during an emergency Security Council meeting.

The launch of the missile, which experts say could reach Alaska or even further towards the continental US, is set to be a key issue at the G20 summit in Germany that begins Friday with the leaders of the US, China and South Korea in attendance.

Vincent K. Brooks, the American general leading USA troops in South Korea claimed on Wednesday that despite the North Koreans' "repeated provocation", the maintaining "patience and self restraint" for now.

"As for North Korea, I don't know, let's see what happens", Trump said in response to a question from the media.

"Because we have reached the tipping point of the vicious circle of military escalation, and thus, the need for dialogue is more pressing than ever before", he said.

Faced with a geopolitical conundrum on North Korea, it is a sentiment that Moon would do well to remember.

But Moon has also called for a response to the test beyond "just words", prompting a joint missile drill with its ally the U.S. aimed at countering threats from the North. He told CNN, "What you have to have is a deal with China that gets China working with you and puts real pressure on North Korea, particularly financial pressure", he said.
