He has focused on trade relationships where other countries run large surpluses with the US, meaning they sell more to USA consumers than they buy from American companies.

Instead, diplomats said, both countries are expected to join other nations in endorsing the Paris deal and backing the action plan - unless the tone of the talks shifts dramatically in the coming days.

"The Paris agreement on climate change is an important consensus that doesn't come easily and must not be given up easily", President Xi Jinping said.

The president has said trade must be fair as well as open and must benefit American companies and workers.

"It comes at a cost of eroding USA leadership", said Eswar Prasad, a senior professor at Cornell University.

President Barack Obama made it official in 2016, bypassing Congress to avoid a rejection of the deal by members who do not believe in the science behind climate change.

It confirms that the U.S. is committed to lowering its emissions, so long as this is compatible with economic growth.

G-20 agreements are statements of intent and rely on governments themselves to follow through.

It added that U.S. had affirmed its "strong commitment to an approach that lowers emissions while supporting economic growth and improving energy security needs".

The G-20 comprises Argentina, Australia, Brazil, China, Germany, France, Britain, India, Indonesia, Italy, Japan, Canada, South Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the USA and the European Union.
