Ofcom to Set up New Openreach Monitoring Unit”

Ofcom has given details of how Openreach will be "measured and monitored" when the network division is separated from BT.

Ofcom said it will closely monitor compliance and that it will consider new terms should the new Openreach not fulfill its obligations.

In today's statement, Ofcom said it expected the reformed Openreach to "engage with industry to deliver widespread fibre networks, offering fast, reliable broadband".

The telecoms giant agreed that Openreach would become a distinct, legally separate company with its own staff, management and strategy, while remaining a subsidiary of BT.

Now, Openreach will be a legally separate business within BT, and as such will be required to promote the success of the company.

This body will assess whether Openreach is observing the new governance rules, acting independently of BT, making its own decisions and treating all its communications service provider (CSP) customers fairly and equally, as well as considering whether both BT and Openreach are abiding by the letter and spirit of their commitments.

"We will measure, and report on, Openreach's contribution to growing fibre broadband networks, including "full-fibre" lines which are now available to only around 2 per cent of United Kingdom premises", it said.

A compliance report will be released by the regulator six months after Openreach's commitments come into force.

"We expect Openreach to be responsive to different models of investment proposed by its customers, including co-investment and risk sharing", the regulator added. "So we will report on Openreach's fix and installation times, and whether engineers are turning up on time", the regulator said in a statement.

This week Openreach began removing BT's logo from its 22,000 vans as part of the separation.

Since March, Openreach has a new chairman and board, with the majority of members having no affiliation with BT Group.

"Once they are complete, Ofcom will keep a careful eye on whether Openreach is working for telecoms users, ensuring BT and Openreach live by the letter and spirit of their commitments", she continued.
