Rand Paul: New Health Bill Doesn't Replace Obamacare”

With this plan, Majority Leader Mitch McConnell hopes the GOP can fulfill a campaign promise seven years in the making: Repeal and replace Obamacare. The provision would allow insurers to sell plans that don't comply with the Affordable Care Act's benefits requirements as long as they sell at least one plan in that state that does comply.

President Donald Trump was candid about his sense of urgency in getting the Affordable Care Act repeal bill passed in the Senate, saying he would be "very angry" if the legislation does not make it to his desk. In the new plan, $45 billion would be available to states.

A summary of the bill said some stripped-down policies would cover three primary care visits per year and limit out-of-pocket costs, and said consumers could use federal tax credits to help pay for them. The latest proposal also retains controversial cuts in Medicaid, the health insurance plan for the poor, disabled and nursing home patients.

The draft leaves numerous Obamacare taxes in place, including on high-income earners, while allowing Americans to buy less expensive plans, which offer fewer medical services. Cox said the extra funding could total almost $2 billion over the next decade. Rand Paul (R-Kentucky) is not a fan.

"If you vote "no" on this bill, it essentially is a vote for Obamacare because that's what we're going to be left with," Cornyn said on Fox News Thursday morning.

"It would again give Americans more tools for managing their own care - and this time, go even further", McConnell said Thursday.

Cassidy said the taxes on the wealthy could eventually be repealed "as part of comprehensive tax return", but not as part of health care legislation. The addition of these funds comes after many Senate moderates were tentative with their support, claiming the opioid crisis as a priority for them. Millions of others could have other types of pre-existing conditions that were not considered automatically declinable. Perhaps more important, it would have offered more comprehensive and more secure coverage to people who develop expensive illnesses than ObamaCare does. Of those, 15 million would lose Medicaid coverage.

The Congressional Budget Office is due to release its analysis of the Senate leader's new plan early next week. Susan Collins, from ME, tweeted Thursday she will vote no.

"I think that as a courtesy to those of us who are actually making the decisions that we would actually have an opportunity to see it first", she added. "It keeps most of the Obamacare regulations".

Medicaid funding to states would continue to grow "in a sustainable manner", adjusted for inflation, with additional flexibility for states in how they spend the money.
