John McCain is returning to the Senate on Tuesday to vote on GOP health care legislation just days after being diagnosed with a brain tumor.

The announcement comes on the heels of McCain undergoing a blood clot procedure last week after which he was diagnosed with an aggressive form of brain cancer.

Despite mass confusion about what exactly Republicans are trying to enact, and serious doubts as to whether they have the 50 votes needed to begin debate, Mitch McConnell announced the Senate will vote tomorrow on a motion to proceed to consideration of the American Health Care Act.

McCain has not been overly enthusiastic about the GOP health bill or the partisan process through which it's emerged. With McCain's scheduled return, Republicans can only afford two defections on some of the major proposals, assuming Democrats stick together in opposition.

Technically, this is a vote to start debate on the bill approved by the House on health care - then, Republicans could start offering amendments on how to change the Obama health law, though the special rules of budget reconciliation will limit those amendments to matters dealing with spending and taxes. And he's expected to support McConnell and Trump and vote to move forward with the GOP health bill.

Republican leadership and Trump himself are leaning heavily on lawmakers to agree to vote on the procedural step that allows the Senate to begin debating - and amending - the bill. "I did not collude with Russian Federation, nor do I know of anyone else in the campaign who did so".

Earlier Monday, Senate Majority Whip John Cornyn, R-Texas, discussed plans to get McCain back to the Senate. Ted Kennedy of MA, who returned to the Senate in July 2008 while battling brain cancer to vote on Medicare legislation, his dramatic entry in the chamber eliciting cheers and applause. Whether it is enough to get McConnell all the votes he needs remains unclear. More Republicans than that have said they're opposed to the GOP legislation.

Hours before the Senate meeting, Kushner released an 11-page statement that was billed as his remarks to both the Senate and House committees. McCain takes great pride in the legislation and does not want anyone else managing it on the floor in his absence if he can help it. Health care is a massive part of the economy.
