Many real estate biggies in Noida and Greater Noida sighed with relief as Uttar Pradesh's Chief Minister, Yogi Adityanath launched the online RERA registration platform, www.up-rera.in in Lucknow today. The developers on their part now need to support the initiative by complying with the rules and registering their projects on the website. The UP RERA basically means Uttar Pradesh Real Estate Regulatory Authority. But, the Act has to be implemented through state governments, who have to notify the rules and appoint a regulator to monitor the sector.

"We have received a large number of complaints from home buyers". "There are problems with the draft RERA rules". With the government stating that there would be no time extensions, the city builders' association has chose to request state authorities to be lenient with them.

"It has been our singular demand to implement RERA in UP in its pure form as introduced by the Union government. The UP version of RERA is soft on builders and we will challenge this in court", he added.

Implementation of the new Act, the Yogi government hoped, is expected to renew confidence among buyers who are always skeptical about quality of construction by private builders and completion of their projects as promised. Senior Counsel Sunil Manohar while appearing for the builders stated that retrospective application of RERA Act has put the ongoing, near completion or completed projects in jeopardy as section 3 of the RERA Act prohibits sell or offer to sell any plot, flat, apartment or building without registration with regulatory authority within three months from date of enforcement (July 31, 2017).

"The BJP government has played into the hands of builders lobby by sacrificing the claims of ordinary home owners at the altar of political expediency", said Mr. Surjewala in a statement here. Due to this, home buyers have raised concerns that UP's rules are more in favour of the builders and will adversely impact the consumers.
