In the House, two Republicans, Reps. Trump is betting that the public will blame Democrats if the insurance markets implode.

With Senate Republicans unable to pass a health-care bill, President Trump might be able to shake up the debate and motivate swift congressional action by ordering the end of the Obamacare exemption for lawmakers and their staff members. The proposal, from Senator Lindsey Graham, would block federal health-care funding to the states, and keep much of Obamacare's tax system. The payments are estimated to total more than $7 billion this year, and help cover costs for about 7 million of the health law's enrollees.
