A Trump administration official who requested anonymity recalled that the only notes that staff received for the Trump packets were that they needed "to be more f**king positive". A few moments later, he made her wildest dreams come true. Beginning at 6am, three staff members start sending clips and screenshots to the White House Communications office, which then curate the clips, send positive headlines to journalists and prepare the propaganda document.

Spicer disputed Vice News's characterization of the folder.

"If we had prepared such a digest for Obama, he would have roared with laughter", Axelrod said.

Spicer told Vice that "While I won't comment on materials we share with the president, this is not accurate on several levels", but wouldn't specify any inaccuracies.

Nevertheless, the practice of reviewing television news screen shots is as unique to this president as is his habit of tweeting about what he sees on Fox News or CNN.

Former White House communications director Dan Pfeiffer of the Obama administration, a vocal Trump critic, took to social media to criticize the alleged dossiers. "You just have to pick up the paper".
