Scientists said in the report that human interaction has a direct correlation to the impact of climate change, a notion Mr. Trump once said was "a hoax" created by China.

Since 1980, the average temperature in the United States has risen significantly, with the past few decades the warmest for 1500 years.

The document, which was leaked ahead of publication and reported by The New York Times on Tuesday, says Americans are seeing more heat waves and rainfall as a result of climate change. The findings sharply contrast with statements by President Trump and some members of his Cabinet, who have sought to downplay the changing climate. It says there is relatively strong evidence that humans contributed to the European heatwave in 2003 and the record temperatures in Australia in 2013.

The scientists pushed compliance with the Paris Agreement on climate change and warned that allowing temperatures to rise above 2 degrees Celsius could have catastrophic consequences.

The former SC governor was asked on NBC's "Today" show about a new climate change report from government scientists at 13 federal agencies. "Orwell's Ministry of Truth has arrived".

"The last few years have seen record-breaking, climate-related, weather extremes, as well as the warmest years on record for the globe".

It also stated that the National Academy of Sciences approved the draft, but scientists are "awaiting permission from the Trump administration to release it".

"We are in a position where the effects of sea level changes on our coasts are probably the most severe impacts of climate change (to New Jersey)", Kopp said.

Erin Flanagan, director of federal policy for The Pembina Institute, said the American report helps to make the costs of climate change real to people.

The report breaks down the likelihood and confidence in all the many projections - and also leaves open the door for unforeseen changes as the feedback loop of warming continues into the 21 century, they add. An earlier draft of the report was made available to the public past year. She went on to say that the administration is trying to find a balance between protecting business interests with environmental protections.

Gore said he was convinced that USA cities, states and business executives would meet US obligations under the 2015 Paris agreement to fight climate change, despite Trump's decision in June to withdraw from the global pact.

Rosenberg has been previously involved in authoring another part of the National Climate Assessment and said the threat to the findings is very real.

In that review, NAS said the draft report "is impressive, timely and generally well-written", and cited its "breath, accuracy and rigor". "We are going to have to deal with how we adapt to these changes ... and you're going to see a lot of demands from the communities that are affected".
