Good Samaritans discovered a newborn baby in the bushes early Thursday at an apartment complex in northwest Harris County.

"There's a hospital, not even a block down the road and if the mother was so anxious about the infant's safety she could've easily gone to drop off the baby", Coreas said.

According to the statement the Houston man made to police investigators, the newborn baby girl's body was covered in both ants and other debris.

Deputies said the child was less than an hour old and her umbilical cord was still attached. Deputies credit a man living at the apartment for finding the newborn, before he went off to work. She was covered from head to toe and all in her ears.

"I heard some crying and whining and crying, and I kept walking until I got closer to the noise, and then I look at the ground and there was a baby down there", Albert Peterson told KHOU. "That's just sad, for a human being to do another human being like that".

Calvin Johnson, a father of two newborns also lives in the complex.

It is the second infant abandonment that LifeNews has reported about this week.

"Bro, that's insane. Somebody left their baby out here".

Police believe' the woman gave birth to the baby girl in her apartment and then discarded the baby in the bushes.

"Without this neighbour, we could be looking at probably a whole different scene", said HCSO Deputy Thomas Gilliland.

Detectives say the 21-year-old mother is now in custody and undergoing psychological and medical evaluations. She could be facing charges of abandoning a child.

Appointees asked individuals to recall that Texas' Safe Haven Law, otherwise called the Baby Moses Law, enables guardians to surrender kids more youthful than 60 days old at doctor's facilities, fire stations or kid welfare organizations.

Deputies have not yet released the name of the child's mother.
