North Korea said on Wednesday it is considering a strike on the US Pacific territory of Guam, hours after President Donald trump said any threat from Pyongyang would be met with "fire and fury".

"We always maintain a high state of readiness and have the capabilities to counter any threat, to include those from North Korea", spokesman Johnny Michael told CNN.

Now the USA mainland is in range of North Korean missile attacks and this makes the current situation very different from previous periods of tension. North Korean military officials said a plan to fire four mid-range missiles about 25 miles off the island's shores would be finalized later this month.

"The biggest risks in a situation like this one are misunderstanding, misperception and overreaction". The plan would be sent to leader Kim Jong Un for approval just before or as the U.S.

The South, which hosts 28,500 U.S. troops to defend it from the North, is banned from building its own nuclear weapons under a 1974 atomic energy deal it signed with the U.S., which instead offers a "nuclear umbrella" against potential attacks, AFP reported. However, Guamanians are still not allowed to vote in the USA presidential election.

Beyond the bluster, the Trump administration has been quietly engaged in back channel diplomacy with North Korea for several months, addressing Americans imprisoned in the communist country and deteriorating relations between the long-time foes, The Associated Press has learned.

"The main difference between today and prior periods of tension is the hyperbole is flying in both directions". Or at least that's the rhetoric coming from Pyongyang.

"I think the probability of conflict actually breaking out remains low". If Kim Jong Un said he would hit Anchorage, would he say, "Go ahead hit Anchorage and see what happens?" They hold the USA partly responsible, saying Trump's heated rhetoric is fueling the flames.

Despite the war of words, for now the US military says there has been no change in its readiness posture in South Korea or elsewhere in Asia.

Park Hyeong-jung, senior research fellow at the Korea Institute for National Unification, a government-funded think-tank focusing on reunification.

However, its most recent statements suggest that North Korea is taking a more aggressive stance - suggesting that it might attack before the U.S. has a chance to strike. "And not a lot of Americans know that".
