Trump Pressures China On Trade; Executive Action Expected Monday”

WASHINGTON―US President Donald Trump will sign a memorandum Monday that could lead to sanctions against China over its intellectual property practices, administration officials said Saturday.

Trump has said he would be more amenable to going easy on Beijing if it were more aggressive in reining in North Korea.

But even though the effectiveness of the new United Nations sanctions depends largely on China's willingness to enforce them, the Trump administration has failed to come up with enough incentives to compel China to do so, analysts said.

The White House had planned to take action on intellectual property earlier but held off as it successfully lobbied China to vote at the U.N. Security Council for additional sanctions on North Korea a week ago. Pyongyang this week threatened to fire missiles near the US territory of Guam during an exchange of bellicose rhetoric with Trump.

Trump plans to direct U.S. Trade Representative Robert Lighthizer to launch an investigation into Chinese violations of the U.S. trade, including forced intellectual property transfers and patent thefts, CNN quoted senior administration officials as saying.

It wasn't immediately clear how China would react to the move. -China trade ties and of resolving differences "through dialogue and consultation". "The results are there for all to see".

The decision will not only take action against alleged Chinese violations of USA companies' intellectual property rights, but could also be perceived as an attempt by the US government to crank up the pressure on Beijing to rein in North Korea. Trump, now on a 17-day working summer vacation at his golf resort in New Jersey, is returning to the White House for a day on Monday to sign this executive order directing the US Trade Representative to probe the matter.

However, Bown was anxious that the Trump administration "hasn't really yet identified a strategy to engage China on the long-term systemic sort of talks" as they seemed much focused on "getting quick wins".

Concern that North Korea is close to achieving its goal of putting the mainland United States within a range of a nuclear weapon has underpinned a spike in tensions in recent months.

The trade investigation is expected to be only one part of a multi-pronged push by the Trump administration to counter perceived Chinese trade abuses, which Trump frequently railed against as a candidate.

"By trying to incriminate Beijing as an accomplice in (North Korea's) nuclear adventure and blame it for a failure that is essentially a failure of all stakeholders, Trump risks making the serious mistake of splitting up the worldwide coalition that is the means to resolve the issue peacefully", it said.
