USA senator questions whether Wisconsin should bear full Foxconn cost”

Critics of the deal have questioned whether the state should offer so much to the Taiwan-based company.

"I ask that we take a deep breath, slow this down a bit and enter into further discussions to come up with the best deal possible", said Rep. Tod Ohnstad, a Democrat from Kenosha near where the plant may locate.

Approval by the Republican-controlled committee would set up a vote by the full Assembly on Thursday.

Republicans defended the deal as a once-in-a-lifetime opportunity.

"This is an investment that makes sense, and we can not look the other way and let this go by", said Rep.

Democrats have said majority Republicans are moving too quickly on the measure, which would waive a host of state environmental regulations and requirements in addition to extending billions in tax breaks.

The proposal must clear both the state Assembly and Senate in identical form and be signed by Gov. Scott Walker before taking effect.

The debate on the bill is expected to last more than seven hours.

Should Wisconsin be the only state making a major investment in the proposed Foxconn factory? "I think it's important that legislators listen to what the constituents - the people they represent - have to say about this bill because it's their money that we're investing". It also is considering a secondary site in Dane County, a Democratic stronghold.

According to the Legislative Fiscal Bureau, it would take 25 years for Wisconsin taxpayers to recoup the value of the incentives needed to bring Foxconn to the state.

The Republican businessman says the huge plant in far southeastern Wisconsin likely would provide jobs for many IL residents.

Late Monday afternoon the the Assembly Committee on Jobs and the Economy gave its okay on a party line vote. The new version retains the tax breaks but ties them to jobs created that pay at least $30,000 and exempts salaries over $100,000 from the calculations.

Johnson raised the question since IL workers would also benefit from the plant, which is expected to be built in southeast Wisconsin near the border.
