And Trump acknowledged the need for more empathy he addressed the storm with a decidedly more emotional tone during a Wednesday speech on tax reform in Missouri.

"At this time, the priority of our organization is getting our players, coaches and staff back home to be reunited with their families, many of whom have been evacuated from their homes and are now sheltered", the Texans said in a statement.

As Trump visited, the Houston area was still burying its dead and trying to contain the mess.

"Flooding is still kind of rampant in the areas where we need to get to to restore the power", said Kay Jones, a spokeswoman.

The trip may have political implications for Trump.

Hurricane Harvey is Trump's first natural disaster as president and it could be the costliest natural disaster in US history. Property damage could be as high as $100 billion, Moody's Analytics says. Since then, receding water has helped the city receive and distribute supplies.

Gov. Greg Abbott warned Friday in an interview with ABC's "Good Morning America" that it could take years for Texas to "dig out from this catastrophe".

The White House has asked Congress for Dollars 7.85 billion for Harvey-related "response and initial recovery efforts", calling it a "down payment" on the long-term cost of recovering from the record flooding. And we're signing a lot of documents now to get money into here. House Majority Leader Kevin McCarthy's office says the House will vote on Harvey funding next week.

Trump vowed to personally donate $1 million of his own funds to Harvey relief efforts. The President has not yet determined which group or groups will receive the donation.

The lifting of the order may help residents like Paul Mincey, a 31-year-old tugboat engineer who has been kept out of the ranch home he shares with his girlfriend, return to normal.
