The NCAA announced this week that it is looking into a variety of changes to its student-athlete transfer process, including changing how athletes receive permission to contact other schools and potentially even eliminating the mandatory one year ineligibility period that immediately follows most transfers. If they don't get the green light to do that and still transfer anyways, the student-athlete is prohibited from getting athletics aid for the first year after transferring.

The working group also has proposed toughening penalties for tampering with potential transfers, which could be classified as Level II violations. The proposal would allow student-athletes to speak with coaches from another school without seeking approval to do so from their current university.

The NCAA members may vote for a rule change that would allow transferring Division-I athletes to be immediately eligible to play for their new teams, according to a report from Andrew Slater of 247 Sports. Basketball players can more easily move from one system to another than football players can, and the sport already has a robust market for graduate transfers, who now don't have to sit out a year before playing at their new school.

The proposed transfer rule must be drafted by November 1 and could be voted upon as early as April to go in effect at colleges for the 2018-19 calendar year, the report says. College basketball and football would obviously benefit impeccably from such a change. Yet in the final analysis, I can't in good conscience take the position that players shouldn't have the same opportunity to pursue new opportunities that their coaches have. It would be no different than a head coach parlaying a successful season into a lucrative contract at a more prestigious program. That freedom would come with some restrictions though. Schools outside of the Group of Five conferences could be at risk of losing one of their top players. The group also believes that student-athletes should be able to talk to other coaches without needing permission.
