UN Officially Accuses Assad Government in Using Sarin in Khan Sheikhoun

"All evidence available leads the Commission to conclude that there are reasonable grounds to believe Syrian forces dropped an aerial bomb dispersing sarin in Khan Sheikhun", the report said.

Warplanes carried out a suspected toxic gas attack that killed at least 35 people including several children, a monitoring group said. After a joint UN-OPCW probe past year found that Syria had repeatedly used chemical weapons, Russia, together with China, vetoed a UN Security Council resolution imposing sanctions.

On April 4, the National Coalition for Syrian Revolutionary and Opposition Forces, supported by the United States, blamed Damascus for the Khan Sheikhoun chemical weapons incident that killed 80 people, including children, and injured 200 more.

President Bashar al-Assad's government has repeatedly denied using chemical weapons.

Syrian pilots used sarin gas against civilians in the opposition-held area of Khan Shaykhun, Idlib province on April 4, killing more than 80 civilians, United Nations war crimes commissioners said on Wednesday.

The daybreak attack, it said, was one of more than 20 government assaults involving chemical weapons since March 2013, a lot of them targeting families with no part in the conflict.

They determined that a Su-22 fighter bomber, which is only operated by the Syrian air force, conducted four airstrikes in Khan Sheikhun at around 6:45 am on April 4.

"The Commission considered and investigated all potential scenarios, including claims put forward by Russian and Syrian officials", it said, concluding that it had found no supporting evidence for either claim.

The report also said the ongoing offensive to repel Daesh has displaced more than 190,000 people in Raqqa.

The report issued on Wednesday covers a period from March to early July.

Wednesday's report, the 14th by the commission since it was set up by the UN's Human Rights Council in 2011, is based on information retrieved from satellite images, video, photos, medical records, and over 300 interviews.

The report, which also documents violations by al-Qaida's branch and other militant groups in Syria, comes at a time of considerable change in the political and diplomatic landscape and the emergence of de-escalation zones that have sharply reduced fighting in some areas.

The U.N. commission said a U.N. -led peace effort in Geneva and separate talks in Astana, Kazakhstan, involving Iran, Turkey and Russian Federation have made some progress, but that a lack of enforcement or agreements on a political resolution to Syria's conflict limit those gains.

The fighting was centred around the military base of the 137th Brigade on the outskirts of Deir el-Zour, where the siege had been breached the day before.
