The UN Human Rights Office's head, Mohammad Ali Alnsour, called Yemen's war an "entirely man-made catastrophe" and accused HRC of "not taking their responsibility and their membership to this body seriously".

According to a top UN Official David Beasley who is the Executive Director of the World Food Programme (WFP), Saudi Arabia should fund all the steps required to overcome the widespread disease and hunger in the war torn Yemen.

The UN's Office for the Coordination of Humanitarian Affairs estimates more than 10,000 civilians have been killed and 47,800 wounded since the Saudi intervention. The report indicates coalition airstrikes to be the leading cause of civilian casualties.

But the Popular Committees affiliated with the Houthis and the army units loyal to former President Abdullah Saleh (the Houthi-Saleh forces) were "responsible for some 67 percent of the 1,702 cases of recruitment of children for use in hostilities", according to the UN. UN Human Rights monitors frequently observed children as young as 10 who were armed and uniformed, manning checkpoints.

The civil war in Yemen, the Arab region's poorest country, began in March 2015 between two factions claiming to constitute the Yemeni government, along with their supporters and allies involving a Saudi-led coalition fighting Houthi rebels.

A new United Nations human rights report claimed "other armed actors" - including extremist groups like Al-Qaeda - had taken advantage of the chaos gripping Yemen.

Global rights groups have accused the coalition of bombing civilian areas including public gatherings, markets, hospitals and residential areas across Yemen since the aerial campaign began.

The humanitarian crisis, with almost 18.8 million people in need of humanitarian aid and 7.3 million on the brink of starvation, is a direct result of the behavior of parties to the conflict, the report says.

The report says civilians may have been directly targeted in some cases. "In some cases, information suggested that no actions were taken to mitigate the impact of operations on civilians", the report states.

These reactions followed HRC vote several days ago, which saw establishment of national inquiry into human rights abuses in Yemen with the help of a United Nations technical assistance team - as proposed by the council's group of Arab stares.

U.N. Human Rights Chief Zeid Ra'ad al-Hussein is repeating his call for an end to the fighting and for an independent, worldwide investigation to be established.

Yemen's internationally recognised government has said its own investigation is sufficient to document abuses in the conflict.

"An worldwide investigation would go a long way in putting on notice the parties to the conflict that the global community is watching and determined to hold to account perpetrators of violations and abuses", Zeid said. "Option three is, do both of them", he added.

Attacks on civilians have extended recently into the waters off the western coast of Yemen, where fishing vessels and boats carrying migrants have come under fire.
