Whilst the plan acknowledges the country's withdrawal will be phased, it also strongly aims to curb immigration to make it allegedly "work for British people".

Downing Street has asked some of the UK's major companies to publicly support the government's stance on the Brexit negotiations, causing anger among many executives.

One source told Sky: "There is no way we could sign this given the current state of chaos surrounding the [Brexit] talks".

The proposals on immigration outlined in a leaked home office document would represent a hardening of Britain's approach to Brexit, making impossible the kind of transitional arrangement floated by Theresa May's ministers in recent weeks.

The Brexit plans said that it's likely "that we will need to issue a physical document to European Union citizens evidencing their right to stay during the temporary implementation period, though the intention is to replace this with a fully digital process - including a web portal and checking service - as soon as operationally feasible".

It also sets out how the Government could push employers to recruit locally and control access for people working in lower skilled industries.

"Put plainly, this means that, to be considered valuable to the country as a whole, immigration should benefit not just the migrants themselves but also make existing residents better off", the document said.

The right to bring family members into the country could be tightened to only the most direct relatives like partners, spouses and children, and there could be an unspecified "income threshold" for European Union citizens to show they can support themselves while in the UK.

Almost one million highly qualified European Union nationals working in Britain are planning to leave the country following last year's Brexit referendum, a new study has found.

A new immigration policy would be introduced in three stages.

But Defense Minister Michael Fallon said the government must strike a balance to control immigration.

A Downing Street spokesman said he would not comment on leaked letters.

Labour MP Ben Bradshaw, a supporter of the pro-EU Open Britain group, said: "It's little wonder the Government's letter-writing campaign has leaked when the voices of British business are so opposed to their hard Brexit plan".

"When I was business secretary there were up to nine studies that we looked at that took in all the academic evidence".

Caroline Lucas, co-leader of the Green Party, said the plan not "just economically illiterate, it's plainly cruel too", while London Mayor Sadiq Khan said it was "a blueprint on how to strangle our economy".

He said London needs both higher and lower-skilled migrants to work in sectors such as banking, technology, construction, hospitality and social care.

"The Government is right to prioritise highly skilled and skilled migration", said MEP Steven Woolfe, a former member of UKIP. "What the government means to say is it wishes to overturn these pre-Brexit ECJ rulings immediately - a derogation from the normal rule", Peers said.
