Conservative groups were aghast, accusing Trump of caving in to the Democrats rather than insisting on spending cuts to accompany the debt ceiling increase, and some hard-line Republicans expressed opposition to it.

"We essentially came to a deal and I think the deal will be very good", Trump told reporters on Wednesday en route to North Dakota, where later he will promote his tax reform plan.

In a statement issued before the meeting, Pelosi and Schumer said Democrats were prepared to offer their votes for both the hurricane funding and a three-month suspension of the debt limit.

The discussion arrived at a standstill, the source said, until Trump unexpectedly agreed with Democrats on the need for a three-month extension.

Ryan called the Democratic plan for a measly three-month debt limit extension "ridiculous" and "unworkable", earlier Wednesday.That means Democrats would have leverage in three months when the debt limit vote comes up again and GOP leadership needs their support.

Other congressional Republican sources argued this wasn't just the President undermining GOP leaders politically, but ultimately on policy. It can find some compromise on a few fiscal matters to prevent a demagogue from undermining the USA economy by defaulting on the debt. House Republican hardliners, who welcomed a looming budget crisis, didn't want any debt measures in the bill at all. And suddenly, President Trump agreed with them.

Instead the immediate threat of a government shutdown or debt default is averted, but the hard negotiations are only delayed. Whether it would be part of a larger immigration measure that could affect other categories of immigrants and, the administration hopes, funding for a border wall with Mexico is yet to be seen.

The remarkable turn of events left Republican congressional leaders, in control of both chambers of the legislative branch, "shell-shocked" and "visibly annoyed", and showcased how a President who also authored "The Art of the Deal" actually cuts one. Democrats have been calling for a standalone vote on legislation, known as the Dream Act, which would provide young immigrants who were brought to the United States illegally as children with a path to permanent residency. But it's jaw-dropping that it might happen with Democrats wholly in the minority.

Earlier in the day, Trump crossed party lines and accepted Democrats' demands to raise the debt limit and fund the government for the next three months.

It's not an easy vote for House Republicans, either. More relief funding also could be added as Hurricane Irma bears down on south Florida.

Republican and Democratic congressional leaders on Wednesday clashed over raising the US debt limit and the fate of 800,000 young adults brought into the United States illegally as children, as President Donald Trump pressed them to act.
