"The Board is of the view that the requested suspension will have minimal consequences on potential participants in the hearing and on the Projects' review process", wrote the Board's secretary, Sheri Young, in a September 8, 2017 letter to TransCanada that was posted on the NEB website.

According to the Natural Resources Defense Council, the proposed Energy East pipeline would transport 1.1 million barrels per day of mostly tar sands oil from Alberta to St. John and would bring a significant increase in carbon pollution-the equivalent to the annual emissions of as many as 54 million passenger vehicles-and lock in high-carbon infrastructure expected to operate for at least 50 years.

"Deciding the merits of a pipeline on downstream emissions is like judging transmission lines based on how its electricity will be used", she said.

"Throughout the past year, investors have frozen or abandoned Canadian projects and taken all potential jobs with them", she said.

Black said there is a real risk that TransCanada will drop the project because it can't get it done under the NEB's new rules.

The premier said he also spoke with TransCanada chief executive Russ Girling after the suspension was announced.

The first two projects are gone for good, after frustrated proponents moved on to less-intrusive jurisdictions.

"When will Atlantic Liberal MPs stand up for their region and fight for this project?" said Mr. Moore.
