Regarding its latest nuclear test on Sunday, in which it claimed to have tested an H-bomb - more powerful than a conventional atomic bomb - and could install it on an intercontinental missile, Pyongyang said "no one has the right to make a fuss about our test".

"I will put forward to ministers to work in the coming days to increase European Union autonomous sanctions", diplomatic chief Federica Mogherini said as she arrived for a meeting of European Union foreign ministers in Tallinn.

China, the North's main ally, has also called for a return to negotiations.

"We could deliver Russian pipeline gas to Korea and integrate the power lines and railway systems of Russia, the Republic of Korea and North Korea".

Kremlin spokesman Dmitry Peskov said "discussions are continuing" over the United States proposal and it was "too early to express any conclusions". Putin didn't answer, but a Russian Foreign Ministry spokeswoman recently said that "it could be worth remembering" not all USA presidents go the distance.

Although he condemned the North's test as "provocative", Mr Putin said: "Sanctions of any kind would now be useless and ineffective". "They would rather eat grass than give up their nuclear program", he said.

U.S. ambassador to the UN Nikki Haley said the United States would be seeking a vote at the council on new sanctions on September 11.

German Chancellor Angela Merkel backed that stance on Tuesday, saying more sanctions were urgently needed to counter the North's "flagrant breach of global conventions". "Everyone knows that and everyone in North Korea knows that".

Ms Haley did not spell out what additional measures might be taken, but diplomats have suggested an oil embargo would have a crippling effect. -South Korean military drills as a precondition for further talks.

What about the military situation?

Putin was speaking after South Korea said an agreement with the United States to scrap a weight limit on its warheads would help it respond to the North Korea threat after Pyongyang conducted its sixth and largest nuclear test two days ago.

South Korea has pushed for more punishment and Moon in Vladivostok said that "perhaps the time has come for stronger sanctions" on Pyongyang. Deploying the PAC-3 intercepting system might be also on the table, the experts noted.

After US President Donald Trump's recent tweets about his approval of selling military equipment to South Korea, a sense of uneasiness is growing here over what some see as the US leader's attempts to use the ongoing security crisis as an opportunity to sell weapons. "It could cause a global catastrophe and an enormous loss of life".

Putin reiterated that the crisis around North Korea should be resolved only by political means, and that it posed a threat to peace and stability in the region. He has also mentioned "fire and fury", which doesn't exactly gel with the idea of peaceful resolution.

China's envoy to the UN, Liu Jieyi, said: "China will never allow chaos and war on the peninsula".
