South Korea expects North to launch ICBM on Saturday, prime minister says”

North Korea says it detonated a hydrogen bomb in its sixth nuclear test on Sunday.

He also accused Japan and South Korea of showing "utterly disgusting" and "despicable behavior" by taking the lead in seeking new sanctions.

Russian Federation has described the draft resolution as a "little premature" and put forward a plan in which the United States and South Korea would stop major exercises in exchange for North Korea halting its weapons programmes.

Though President Trump has claimed "talk of appeasement" with North Korea "will not work", Mr Putin said he believes the Trump administration is "willing to resolve the situation".

"We should not give in to emotions and push Pyongyang into a corner", Putin said in a news conference after meeting with Moon on the sidelines of a conference on economic development of Russia's Far East.

"There is now a need for calmness and avoiding steps leading to the escalation of tension".

He pointed to the Iran nuclear deal, which was negotiated successfully by the Obama administration but has looked fragile under Trump, saying "if the USA had spent even one fifth of the time and effort on the North Korean issue compared with the Iranian case, then the North Korean nuclear issue could have been resolved".

Asked about a possible oil embargo or ban on North Koreans working overseas, he said: "We wouldn't like to see the ordinary people, the citizens of North Korea, suffering for what the leadership is doing".

Instead, Russia, along with China, has advocated a "freeze for freeze" plan, under which the United States and South Korea would stop major military exercises in exchange for North Korea halting its weapons programmes.

Russia's United Nations ambassador echoed Putin's remarks later in the day. But he stopped short of expressing willingness to impose more sanctions on North Korea, saying Moscow viewed them as "useless and ineffective".

While Putin reiterated Moscow's opposition to new sanctions against North Korea, he told reporters he had assured South Korean President Moon Jae-in that Moscow condemns North Korea's nuclear test and thinks it "flagrantly violates" worldwide law. They also say the health rumours are groundless and no such issues have been reported at other THAAD sites.

"China will make close communication with relevant parties with an objective, fair and responsible attitude", Wang said without commenting if China would agree to curb oil exports to North Korea.

China has once again urged the US and South Korea to halt the deployment of a high-tech missile defense system in South Korea.

Analysts said the two are also concerned the system's advanced radar could be used to look inside their own countries or potentially even limit their deterrent capabilities.
