United States softens NKorea resolution ahead of UN vote”

The newly elected South Korean president had requested the United Nations Security Council consider tough new sanctions on North Korea to block its sources of foreign income, including cutting off its crude oil supply and banning its workers from being sent overseas.

The vote in response to Pyongyang's latest nuclear test is intended for September 11, the United States mission to the UN announced on Friday night.

A Security Council resolution needs nine votes in favor and no vetoes by permanent members the United States, Britain, France, Russia or China to pass.

Beijing and Moscow have called for a resolution that focuses on a political solution and proposed a freeze-for-freeze that would halt North Korean nuclear and missile tests in exchange for the US and South Korea stopping their joint military exercises.

Watertight pressure to block the flow of funds, technology and resources needed for the North's nuclear and missile programs is the most realistic and feasible solution.

He and Mrs May also agreed to continue to work on "increasing diplomatic and economic pressure on North Korea".

The government said it had given Kim Hyong-gil 72 hours to leave Mexico in order to express its "absolute rejection" of North Korea's nuclear activity.

Geng also urged a renewal of talks with North Korea, in keeping with longstanding Chinese policy, and said Beijing opposed unilateral measures such as those imposed by the USA that would punish Chinese persons or entities without a United Nations mandate.

According to a draft of the new sanctions resolution seen by Reuters earlier, it aims to impose an oil embargo, ban textile exports and the hiring by other countries of North Korean laborers, and target Kim personally with an asset freeze and travel ban.

Professor Joseph DeThomas of Pennsylvania State University, a former USA ambassador and State Department official who dealt with North Korea, said on Friday that the US demand for quick council action was 'an indicator of how the administration thinks time has run out'.

No abnormal results were showed after eight days of monitoring, the MEP said.

Permanent Security Council members Russian Federation and China supported an earlier sanctions resolution, last month, but are leery of what they see as over-reliance on punitive measures.

Even as Trump has insisted that now is not the time to talk, senior members of his administration have made clear that the door to a diplomatic solution is open, especially given the United States assessment that any pre-emptive strike would unleash massive North Korean retaliation.

U.N. Secretary-General Antonio Guterres, who called the nuclear risk in North Korea the most unsafe crisis in the world today, told reporters Tuesday that "the unity of the Security Council is absolutely crucial".

The official, speaking on condition of anonymity, said there was grave risk that North Korea could "miscalculate" the USA response to its weapons testing and warned Pyongyang not to under-estimate Washington's resolve.

KCNA, in its report, deemed North Korea as an "invincible nuclear nation".

North Korea is working to flawless its state nuclear force.

Experts believe the isolated regime is close to its goal of developing a powerful nuclear weapon capable of reaching the United States, something US President Donald Trump has vowed to prevent.

That appears to be the case according to a release by the official Korean Central News Agency (KCNA).
