BCA Completes Investigation Into Justine Damond Shooting”

A spokesman for the office of Hennepin County Attorney Mike Freeman confirms that BCA investigators have submitted their findings about the fatal shot fired by Officer Mohamed Noor.

"As it has throughout this investigation, the BCA will continue to work with the county attorney as needed to provide any additional information" to prosecutors, the state Department of Public Safety said in a statement.

"We appreciate the hard work the BCA has put into investigating", the county attorney's office said in a news release Tuesday.

Freeman has promised he will make a decision on whether Noor will be criminally charged by the end of the year. A bureau spokeswoman says further updates on the case would be the province of the county attorney.

Ruszczyk, known professionally as Justine Damond, had called police late on a Saturday night to report that she thought she'd heard a female yell help outside her home in the city's Fulton neighborhood, telling the 911 operator she was anxious a woman was being attacked. Damond had called police about a possible sexual assault occurring in the alley behind her south Minneapolis home. Both he and Harrity then rendered aid, but Damond was pronounced dead at the scene.

The medical examiner's office concluded that Damond, a Sydney native reportedly set to marry her fiancé in August, died from a gunshot wound to the abdomen.

According to a search warrant filed in Hennepin County District Court, investigators also took four CDs worth of data from the cell phones of Noor and fellow officer Matthew Harrity.

Freeman, speaking at a forum of neighborhood residents on Sunday, said that the shooting didn't have to happen.
