"There are many elements to consider beyond the military and strategic value of this issue; the regional and global political context, the global non-proliferation norms, Korea's profile in the nonproliferation norms, and of course denuclearization being the fundamental rationale with which we are promoting and pursuing complete denuclearization of the North nuclear program", said Kang.

It will also be a disappointment to South Korea, which has sought tough new sanctions that would be harder for Pyongyang to ignore, as it said dialogue remained on the table.

These additional measures were also included to limit North Korea's ability to smuggle products like coal and iron - particularly on the high seas. While China is the patron of North Korea, Russia is the other important trading partner that also hosts a large number of expatriate workers from that country.

In addition, according to figures from the International Trade Centre, a joint World Trade Organisation-United Nations agency, the North imported $115 million-worth of refined oil products -which could include petrol and aircraft fuel - from China a year ago.

The fear is that outside influences have provided North Korea with equipment or expertise that has moved them closer to becoming a nuclear nation.

"The forthcoming measures to be taken by the DPRK will cause the United States the greatest pain and suffering it had ever gone through in its entire history", the ministry said, using the abbreviation for North Korea's formal name.

Faced with the rapid progress of Kim Jong Un's weapons program, some South Korean officials have called for American tactical nuclear weapons to be redeployed in their country.

"We think it's a big mistake to underestimate this Russia, China initiative".

North Korea is thought to possess missiles capable of reaching over 8,000 kilometers, which would place Hawaii and the west coast of the continental U.S. at risk.

Ahead of the vote, North Korea warned the United States that it would pay a "due price" if harsh sanctions were passed by the Security Council.

"The world will see how we take strong actions, unimagined by the United States, in succession to deal with the USA", the statement said.

DPRK stands for the North's formal name, the Democratic People's Republic of Korea.

South Korea widely predicted its northern rival would test another missile to mark its national holiday on September 9.

European Council on Foreign Relations UN expert Richard Gowan said the United States had "rather predictably been mugged by reality" during the most recent negotiations on sanctions.

They also agreed that China and Russian Federation had critical roles to play, not only in agreeing UNSC sanctions but in implementing them.
