Irma made landfall on Sunday morning as a Category 4 storm at Cudjoe Key, about 75 miles from Key Largo, where the NBC 6 helicopter was flying.

The storm has been blamed for more than 40 deaths, including six in Florida.

Morgan said rescuers were using boats, Jet Skis and surfboards to bring people to safety.

By Monday afternoon, unofficial rainfall totals as compiled by the National Weather Service in Miami included 13.6 inches in Inlikita in southwest Miami-Dade, 11.5 inches in Naples, 11 inches in Plantation and 10.3 inches in LaBelle in rural Hendry County.

"We don't think we're going to see the end of this until Friday", she said.

Widespread threats from Hurricane Irma prompted Georgia's governor to declare an emergency Sunday for the entire state, where coastal Savannah was evacuated for the second time in less than a year and Atlanta faced its first-ever tropical storm warning.

To the south, winds knocked a utility pole and power lines onto a sheriff's cruiser late Sunday in Polk County, illustrating the risky conditions for emergency personnel.
