British Prime Minister Teresa May told US President Donald Trump in phone talks on Tuesday that she will work with European leaders to take further measures to exert pressure on North Korea over Pyongyang's most recent missile and nuclear test, a Downing Street spokesperson said.

Haley said on Monday that the U.S. was seeking a vote on the new sanctions on September 11.

"It was not immediately clear if the draft resolution had the support of North Korean ally China".

China has consistently railed against recurring US-South Korean war games that are directed at deterring a North Korean attack, but which China blames for fanning regional tensions. "I just want to try to straighten things out for everyone to get along together", he said. The North flight-tested its developmental Hwasong-14 ICBMs twice in July and analysis of flight data suggested that the missiles could reach deep into the US mainland when perfected.

Russian Federation is another member of the security council with veto power. Haley said the incremental approach had not worked and a diplomatic solution could only be reached by imposing the strongest sanctions.

Analysts say North Korea's escalating nuclear provocations are putting putative ally China in an increasing bind and may be part of a strategy to twist Beijing's arm into orchestrating direct talks between Pyongyang and Washington.

North Korea would also be banned from selling or transferring textiles, including fabrics and apparel products and member states prohibited from procuring textiles originating from North Korea.

Seven key government institutions that help prop up the North Korean regime and its control of the public are blacklisted in the resolution. In August, a new round of sanctions banned exports including coal.

Some diplomats estimate that between 60,000 and 100,000 North Koreans work overseas.

"Mrs May said Britain would work with the United States and worldwide partners to continue to exert economic pressure on North Korea through further measures including sanctions", the spokesperson said in a statement. The wages of workers sent overseas provide foreign currency for the Pyongyang government.

Kim would be added to a United Nations sanctions blacklist that would subject him to a global travel ban, along with four other senior North Korean officials, according to the draft. Almost 80 percent of the textile exports went to China.

It would order all countries to freeze all funds, other financial assets and economic resources outside North Korea "that are owned or controlled, directly or indirectly" by Kim Jong Un, the ruling Worker's Party of Korea, the government, or by individuals or entities acting on their behalf or at their direction.
