On Friday, the USA mission to the UN announced that Washington would call a UN Security Council meeting on Monday to vote on a new draft resolution, set to tighten sanctions on North Korea.

Security Council diplomats, who weren't authorized to speak publicly because talks have been private, said the US and China were still negotiating the text late Sunday.

"Right now the United States is trying to use our hydrogen bomb tests to concoct the worst "sanctions resolution", KCNA stated. But the Trump administration is demanding a vote in six days.

"The DPRK is ready and willing to use any form of ultimate means", the statement said, referring to the country by its acronym. "Since the U.S.is revealing its nature as a blood-thirsty beast obsessed with the wild dream of reversing the DPRK's development of the state nuclear force which has already reached the completion phase, there is no way that the DPRK is going to wait and let the US feast on it".

North Korea warned on Monday it would inflict "the greatest pain and suffering" on the United States if Washington persists in pushing for harsher UN sanctions.

The Senate Armed Services chairman spoke on CNN's "State of the Union".

The negotiations reflect differences among the world's top powers over the best way to halt Kim's push for a nuclear weapon that can target the United States homeland.

Beijing and Moscow have called for a resolution that focuses on a political solution and proposed a freeze-for-freeze that would halt North Korean nuclear and missile tests in exchange for the US and South Korea stopping their joint military exercises.

Moreover, it remained wholly unclear whether the additional penalties would persuade North Korea to halt its nuclear and ballistic missile tests - the latest just a week ago, when it detonated its sixth and most powerful nuclear device.

"If it agrees to stop its nuclear program, it can reclaim its future".

China had long anxious that an oil cutoff altogether would lead to North Korea's collapse.

Peru's action follows a similar rebuke recently by Mexico.

German Chancellor Angela Merkel on Sunday also stressed the importance of diplomacy and offered to act as a facilitator if needed.

The deal, which came about under former President Barack Obama and saw Germany, the U.S., France, China and Russian Federation unite to end a potentially unsafe defense program, lifted sanctions on the Middle Eastern power in exchange for reducing its use of nuclear materials and equipment for 10 years or more.

North Korea has tested more missiles this year than it ever has before.
