North Korea's Foreign Ministry issued a statement early Monday saying it was watching the United States' moves closely and warned that it was "ready and willing" to respond with measures of its own.

Nor does the resolution impose a travel ban or asset freeze on Kim, as the original US draft had set out.

The US is also seeking to ban all countries from hiring workers from the North and from importing textiles from the northeast Asian nation - two key sources of foreign currency.

Referring to the country by its official title, the Democratic People's Republic of Korea, it added: "The forthcoming measures to be taken by the DPRK will cause the USA the greatest pain and suffering it has ever gone through in its entire history".

"The world will witness how the DPRK tames the United States gangsters by taking series of action tougher than they have ever envisaged", the North Korean Foreign Ministry said in a statement carried by the official Korean Central News Agency. This cost Pyongyang an estimated $1 billion that is about a third of its export economy.

"We should go after banks and companies in other countries that do business with North Korea the same way", he said.

"As the Chinese cut off oil and gas, we're seeing them turn to Russian Federation", an unnamed senior official said to have knowledge of smuggling operations told the paper. Any sanctions against North Korea must be pursued from a long-term perspective, but that does not mean South Koreans should be exposed to the North's threats in the meantime.

Security Council diplomats, who weren't authorized to speak publicly because talks have been private, said the USA and China were still negotiating the text late Sunday. He acknowledged that losing trade with China would hurt the USA, but suggested it was a price Washington is willing to pay to get Beijing to step up its pressure on Pyongyang.
