The latest census data reveals Windsor has the highest rate of children living in a low-income household among 35 urban centres in Canada. This represents incomes as represented in 2015.

Children account for almost one quarter of all low-income Canadians, and while their share of the population has decreased since the mid-1990s, their share of the low-income population has decreased faster, according to Statistics Canada - something it attributes to family-related benefit programs among other factors.

The report attributed the loss in income to the decline in manufacturing in Ontario.

The Liberal government's new child benefit was created to slash child poverty rates further, particularly in places like Nova Scotia and New Brunswick, which had the highest provincial child poverty rate at 22.2 per cent.

Ontario metropolitan areas had the largest increases in low income rates, with Windsor's rising from 14 per cent in 2005 to 17.5 per cent in 2015.

"The fact that low income is stable means that people at the bottom of the (income) distribution are more or less keeping up with that growth", said Andrew Heisz, assistant director in Statistics Canada's income statistics division. Unfortunately, 42 per cent of those children live in poverty, compared to just 25.5 per cent among children who live with their father.

A booming resource sector led Canadian wage growth to accelerate between 2005 and 2015, government data showed on Wednesday, although while some provinces benefited from higher commodity prices others lost manufacturing jobs.

Alberta, which has the highest median household income among Canadian provinces, also has the lowest proportion of low-income children.

However, the number of seniors living in low income households went up to 14.5 per cent in 2015, largely due to an aging population, according to the report.
