British billionaire Richard Branson called for a new "Marshall Plan" to help the Caribbean islands recover from the destruction of Hurricane Irma.

Foreign Secretary Boris Johnson is flying to British territories in the Caribbean on Tuesday following intense criticism of London's efforts to help communities devastated by Hurricane Irma.

Ms Jackson said there had been reports of people in the streets carrying machetes and looters taking over one family's hotel room. Others said Dutch and French governments, who also have Caribbean territories, prepared more adequately for the storm.

She said it was "alarming" that nearly a week had passed since the hurricane and Sir Alan was "still talking about the potential evacuation of British citizens".

"We will be working with our overseas territories to ensure we are able to see those countries actually brought to life once again, and people able to have an economy and a good life there".

Hundreds of United Kingdom troops and 50 police officers have been sent to the British Virgin Islands, where around 100 "very serious" prisoners escaped from jail after the hurricane.

Hurricane Irma roared through the 40 small islands of the British Virgin Islands late on Wednesday, causing major damage to the largest and most populated island of Tortola.

Branson shared images and video of the devastation on social media as the storm ripped through the island.

The entrepreneur insisted the British government has a "massive role to play in the recovery of its territories" through short-term aid and long-term infrastructure spending.

"I think they are unjustified", he added.

He told MPs: "The prison was breached, over 100 very serious prisoners escaped".

Hurricane Irma was the most powerful storm on record to ever hit the Atlantic, according to the National Hurricane Center. Branson posted photos on Twitter and Instagram showing the damage done on his island and wrote in a blog that climate change should be taken more seriously by governments. Thousands more shelter kits and buckets are on the way from United Kingdom shortly.

Irma was downgraded to a tropical storm on Monday, after it had wreaked havoc along Florida's west coast.
