Mnuchin Says Trump Didn't Want a One-Year Budget Deal”

White House spokeswoman Sarah Huckabee Sanders tweeted Friday that the president had signed the bill.

Mr. Trump stirred the waters even more on Thursday afternoon by suggesting that it might be time to do away with debt ceiling votes, which in recent years have been used by Republicans to try to squeeze out more in terms of budget savings, to reduce the debt.

House Speaker Paul Ryan says the deal the president cut with Democrats on spending, the debt and Harvey aid made sense, with one devastating storm and another looming.

"It was intellectually close to dishonest in that he said, 'I understand you on the debt, I understand you on this, I feel your pain, but you've got to bail out the Treasury bill, '" Brat said.

Trump has privately fumed that Republican congressional leaders, including Ryan and Senate Majority Leader Mitch McConnellAddison (Mitch) Mitchell McConnellThis week: Harvey aid at top of long to-do list as Congress returns The Memo: Trump faces critical fall Week ahead in finance: Lawmakers brace for high-stakes September MORE (Ky.), misled him on health care, among other issues, The Associated Press reported Friday.

The package passed the Senate on Thursday, a day after President Donald Trump, Senate Minority Leader Chuck Schumer, D-N.Y., and House Democratic Leader Nancy Pelosi, D-Calif., struck a deal to combine the three pieces of legislation.

Without raising the debt ceiling, the USA government would run out of money by the end of September. But on Thursday, he and many other senators swallowed their concerns about what got tacked onto the aid package for their state and voted for it.

GOP health care efforts collapsed in the Senate in July. The Senate's vote comes off the heels of the measure passed in the House Wednesday, which allocated $7.85 billion for Hurricane Harvey relief funding with near-unanimous support.

Some Republican conservatives had strongly objected to the deal because they wanted a stand-alone hurricane relief bill unconnected to efforts to raise the federal borrowing limit and keep the government open.

Trump met with lawmakers in the Oval Office on Wednesday night and came to an agreement with Schumer and the Democrats to increase the debt ceiling until December 8, which staves off a government shutdown. The immediate goal was ensuring money for hurricane relief, but in the process the president brazenly rolled his own party's leaders.

At the Capitol on Wednesday, Ryan had deemed a three-month debt ceiling increase as "unworkable" and "ridiculous". The deal had the effect of brushing aside the urgings of GOP leaders and Treasury Secretary Steven Mnuchin for a much longer extension to the debt limit. Democrats are further heartened by numerous candidates emerging in districts around the country, and a history of congressional gains by the party that doesn't hold the White House.
