Philippines: Commission On Human Rights Budget Dropped To $20”

The Chamber has chose to reduce the funds allocated to the Commission on Human rights to 1,000 pesos (16 euros), in the draft budget 2018 3.800 billion pesos that was voted on second reading Tuesday night.

Zeid, addressing the UN Human Rights Council (HRC) assembly in Geneva, has called on the Philippine government to uphold global human rights obligations after expressing grave concern over Duterte "open support for a shoot-to-kill policy" regarding suspects.

"Instead they are getting a "war on drugs" which, by the president's own account, has failed to curtail addiction rates, while creating a climate of fear and insecurity, feeding impunity, and undermining the constitutional fabrics of the Country", Callamard posted on her Facebook page.

Meanwhile, the interior ministry proposed late last month to increase the police budget for anti-narcotics operations to $17.58 million, an increase of 4,400 percent.

"I am also shocked by President Duterte's threat to bomb schools for indigenous children in the southern Philippines, which he said were teaching children to rebel against the government", he added. De Lima was a fierce critic of the President.

"You are supposed to investigate all human rights violations irrespective of any group, any location, whether they are soldiers, policemen, NPA, or members of the Maute (terrorist) group", Marcoleta said as quoted by GMA News.

This former minister is considered by the NGO Amnesty International as a prisoner of conscience, was previously president of the Commission of Human rights.

Malacañang refuted the the UN High Commissioner's allegations.

"We are deeply concerned with the UNHCR Zeid Ra'ad Al Hussein's sweeping statements during the UNHR Council's 36 session, citing instances bereft of factual basis".

Abella said Al Hussein's claims run counter to what President Duterte has ordered, saying he missed their context.

"The President has categorically and repeatedly said that there is no shoot-to-kill order". He said he would take the issue to the Supreme Court if necessary.

Presidential spokesman Ernesto Abella made clear that the government's anti-drug campaign aims to preserve lives of Filipinos and prevent the country from becoming a narco-state.

Al Hussein also noted Justice Secretary Vitaliano Aguirre II describing Kian de los Santos" slay case as an "isolated case.' "However, suspicion of extrajudicial killings has now become so widespread that the initials E.J.K".

Last May, the Philippine delegation defended the campaign against drugs at the UN Human Rights Council (UNHRC) in Geneva, Switzerland.
