The United Nations Security Council is set to vote on Monday on a watered-down US-drafted resolution to impose new sanctions on North Korea over its latest nuclear test, diplomats said, but it was unclear whether China and Russian Federation would support it.

THE UN has voted to impose harsh new sanctions on North Korea in response to its harrowing nuclear threat.

She said America was not aiming to start a war with North Korea, hoping Pyongyang would not continue its programme and risk passing the "point of no return".

Textiles were North Korea's second-biggest export after coal and other minerals in 2016, totalling $752 million, according to data from the Korea Trade-Investment Promotion Agency. While exact figures are unknown, North Korea is believed to import around 1 million tons of crude oil from China and roughly 400,000 tons from Russian Federation annually.

Last Tuesday, the USA circulated a draft resolution proposing the toughest-ever United Nations sanctions on North Korea, including a ban on all oil and natural gas exports to the country and a freeze on all foreign financial assets of the Government and its leader, Kim Jong Un.

China, North Korea's sole ally and main trading partner, had strongly objected to an oil embargo initially sought by the United States out of fear it would bring the North's economy to its knees.

In significant changes from the complete ban on all oil imports in the original US text, the revised resolution would require all countries to cap crude oil imports to North Korea at the level they supplied, sold or transferred during the 12-month period before the resolution's adoption. It would also ban new contracts for North Korean workers that are sent overseas. "The forthcoming measures to be taken by the DPRK will cause the U.S. the greatest pain and suffering it had [sic] ever gone though in its entire history".

Haley credited what she called President Donald Trump's relationship with his Chinese counterpart, Xi Jinping, in achieving the toughened sanctions - the second raft of United Nations penalties against North Korea since August.

The resolution asks countries around the world to inspect ships going in and out of North Korea's ports, a provision put in place by the Security Council in 2009.

"The only conceivable solution is a peaceful and diplomatic one".

The speech delivered by Ambassador Nikki Haley calling for sanctions also suggested this is the end of American patience with North Korea and the worldwide sanctions process.

It followed up earlier this month with a sixth nuclear test, which it said was a hydrogen bomb small enough to fit onto a missile.

"The DPRK's ongoing nuclear- and ballistic missile-related activities have destabilized the region and beyond", according to the draft, using initials of North Korea's formal name.

A USA official said that it had intentionally shown its hands in the negotiations to signal their desire for tougher measures.

Ambassador Han Tae Song also lashed out at the United States during a plenary session of the U.N.'s Conference on Disarmament, saying North Korea denounces Washington's "evil intention" and would "make sure the USA pays a due price".

State Department and Treasury Department officials are testifying to the House Foreign Affairs Committee about the pressure campaign against North Korea's weapons development. But he also voiced alarm over American military exercises in the region, and urged the United States to forswear any goal of "seeking regime change" in Pyongyang, seeking the collapse of the North Korean government, accelerating reunification of the Koreas, or sending US military forces into the country.

"We are tightening the screw, and we stand prepared to tighten it further".

A person answering the customer hotline at the world's largest lender, Industrial and Commercial Bank of China Ltd (ICBC), said the bank had stopped opening accounts for North Koreans and Iranians since July 16.

North Korean hackers have mounted attacks on at least three South Korean cryptocurrency exchanges since May, security researcher FireEye said in a report yesterday. The U.S. also wanted to flush out those countries that diluted the original draft.
