Legislators are facing pressure to pass a budget and avoid large cuts to municipal aid and other spending that Democratic Gov. Dannel P. Malloy says will take effect October 1 if no budget is in place. Cigarettes would go up 45 cents a pack, but gone is a controversial tax on e-cigarettes. The GOP plan has no tax increases.

Municipal leaders across the state have opposed shifting teacher pension costs to towns and cities.

"It has been and remains the position of CCM and COST that towns and cities now have no control over teachers' pensions, and until the system is studied and appropriate reforms enacted, shifting costs onto the property tax will have a devastating impact on communities all across Connecticut", CCM Executive Director Joe DeLong and COST Executive Director Betsy Gara wrote in a joint statement.

The proposed budget also has hundreds of millions of dollars in aid to cities and towns, which many of those communities are waiting for and depending on.

Dannel Malloy, a Democrat, said he would sign the bill if it passed.

Democrats and Governor Malloy had agreed to a new plan which included no increases in the state sales or income taxes, and hundreds of millions of dollars in spending cuts.

Governor Malloy has been running state finances on his executive authority since the fiscal year began without a budget July 1st.

A lot of people expected to vote on this budget Thursday night. Democrats hold a slim 79-72 edge in the House.
