The law, which applies to gas stations built or substantially renovated after July 1, 2006, was passed following the 2005 hurricane season, which saw the Sunshine State impacted by hurricanes Katrina, Rita, and Wilma.

GasBuddy is known for helping people find cheap gas, but now it's helping people find whatever gas is available.

Fuel price tracking website's data shows that almost a third of stations are without fuel and hundreds don't have electricity to run pumps. GasBuddy was created to help motorists find the cheapest fuel, but when storms started to hit, the company quickly realized its users could help pinpoint shortages.

"It is getting better every day", said Patrick DeHaan, senior analyst for

But the app relies on people to report what stations have gas.

"We've already seen a drastic improvement in the number of stations", DeHaan said.

Part of the reason the shortage is so extreme is because Hurricane Harvey, when it swept through Texas with unprecedented amounts of rainfall, shut down major Gulf Coast oil refineries, he said. It also allows drivers to report price gouging, which GasBuddy defines as at least 150 percent above the normal price for gas.
